  1. What was the determining factor for you to take the decision to participate in the Free Trade Zone?

The determining factors were the tax and duties benefits.

The fact of having a unique income tax of 15% for industrial users (outside FTZ 33%). We need to widen the area of the FTZ Bogota for our company in the airport zone to enable us to develop industrial and service activities to repair, construct and maintain ships and aircraft.

To export aeronautics goods and services.

Minimisation of process by not having to generate export declarations.

Simplification of our commercial procedures of goods and services making sales easier.

Efficiency and transformation of customer service.

The ability to import supplies without paying taxes, quick delivery, purchase local goods and exportation.

Temporarily imported goods can be used for a limited period and returned without paying taxes.

  1. Indicate 3 characteristics of the Free Trade Zone that promote the competitiveness of your operation.

Nationalise with matrix input product makes the process efficient and generates tariff cost savings. When tariff subsections are applied for the aircraft we pay 0% duties.

Scope of customs, partial merchandise nationalisation and simplified customs procedures.

Sales exempt of IVA, provided they are necessary for the core business of the company.

  1. Why do you consider the Free Trade Zones generate development and investment?

Because of the highly productive operational processes in reshipment, returns, comings and goings to the rest of the world, minimising processes and documentation for imports and exports. Also allows for quicker access to components for the maintenance of aircraft.

Allows us to have appropriate stock to repair aircraft resulting in immediately reducing the waiting time and cost to our clients

  1. Since being in the Free Trade Zone what are the most important benefits that you have given to the region?

We have given to the region important logistical support, mainly to the military, National Police and civil companies, giving them a maintenance and repair service of components of aeroplanes and major maintenance of aircraft and helicopters. For this we need to import aviation spare parts, navigational equipment, programme checks, engines and provide the customs operational services of the FTZ regime.

  1. What economic and social benefits has the Free Trade Zone contributed to your company and the region?

They allow us to reduce importation costs.

Gives us the flexibility to transfer the benefits allowing us to work on site.

CIAC is linked to the National Ministry of Defence and, as being qualified as an industrial user of goods and services in industrial processes, this is a great generator of employment at a national level.

  1. What benefits do you have by being in a FTZ with respect to free trade agreements?

Improvements in logistics making it easier to import and export, according to the changes to the Free Commerce Agreements. Benefitting from the tax and duty advantages.

  1. Factually, how can you benefit the region by establishing your operations in the FTZ?

We contribute to the development of the defence sector.

The main benefits are related to the activities of aeronautical maintenance level III, the increase in the capacity of CAMAN-CIAC, the use of OFFSET, the development of innovation projects, the transference of technology, the enlistment of aircraft and reduced time and costs. We also generate employment, new business units and invest in new business.

  1. What are the specific benefits of being in a FTZ for a company in your sector?

Once the elements for the servicing of an aircraft have arrived, and after being inspected by quality control, we can go to work without having to pay various tariffs.

Aircraft being maintained by CIAC are validated as temporary imports of the regime, which saves time and costs.

It has allowed us to provide repair and maintenance services under the customs, tax and exchange benefits of the FTZ, with qualified personnel using schemes that guarantee a safe operation with versatile processes and reasonable costs for the complete satisfaction of the client.

  1. From your point of view, does the FTZ allow you in increase your production and sales of goods and services to compete at International level or to open new foreign markets?

Thanks to the agreements we now build, modernise and do maintenance for organisations such as AIRBUS in Spain, EMBRAER in Brazil, the Bolivian Air Force, private companies in Panama, Military and National Police in Colombia allowing us to increase production.

Also the manufacture of training aircraft and UAF aircraft are an opportunity to compete with other manufacturers of unmanned aircraft to supply the Colombian and other countries military forces.

  1. What are the benefits for your employees by being in a FTZ?

Stability of labour.

To work in an economically mixed company in the defence sector, receiving the highest quality certified standards.

Working in a company with the latest technologies for operational and administrative processes ensuring they are constantly up to date.

The company develops human values for employees and others equally.

  1. What kind of programmes does the FTZ have to benefit your employees and which could be improved to increase your productivity and efficiency?

They have training programmes in subjects such as International Commerce applied to the FTZ regime.

To increase productivity and efficiency we think they should support our proposal to DIAN to modify rules concerning the authorisation of termination of regime in CIAC for major engines or components.
